I feel like its perk should function similarly to anarchy except you just fire 3 arrows horizontally with arc web chaining between them.

Have you seen the videos of Anarchy? They attached them to their sparrows and just drove them through crowds of adds with the chain lighting between them

Knowing the community, that would be abused.. You get a group of 3 or more players using Trinity together they could lock down a whole section of a PvP map with constant connected ark webs just free firing them around a doorway or ally way

Well let me rephrase it. It would only act like anarchy in the way that the arrows tether the lightning. They cant stick and cause an arc trap. Just a wide horizontal set of damage. Direct hits from arrows do more damage, just being hit by the chain lightning does glancing blow damage, maybe a bit more to act as a deterrent in PvP. In PvE it's fair game. Make a wave of lightning tear through mobs, whatever floats your boat there.
