For starters I have the gun, so I have perspective of both sides here
The RPM change is needed for a number of reasons, one is that the gun is too oppressive and has reigned for far too long; when a gun is the sole meta for half a year somethings gotta change, period. You give the easiest gun to use and get kills with in the hands of the best players, and you get a s***show. Headshots are not hard to get with a weapon that has perfect recoil direction and no kick to the point that most of the time you don't even need to compensate by aiming down.
The RPM it is at means all other handcannons kill slower than it besides 110 RPMs with a damage buff. I get it, the gun takes time and effort to get, but look at every other pinnacle weapon, especially the crucible ones; they give an advantage given the right scenario and are oppressive ONLY in that scenario, recluse is #2 for best but it only works at extreme short ranges and a little further with the perk active, Luna/NF are oppressive at almost all ranges and in every scenario comboed with extreme ease of use, hence why there is one in every game. Just because you invested a lot of time into it, doesn't mean you get to have a clear advantage everywhere for all eternity.
Now for the perk change, I don't like it for a few reasons:
1. It encourages poor skill play by aiming for the body instead of another headshot.
2. It destroys it's ability to shutdown supers, which are already too hard to kill in my opinion (D1 had it right for damage resistance).
3. PvE usage is destroyed, you can't really sweep ads or DPS bosses with it (Which doing so doesn't come at the expense of another person's fun like in crucible, so it's alright). As well as it feels bad to start shooting the boss' body when DPSing, and nobody wants shooting to feel bad in a game that's like 90% shooting.
4. You no longer get those moments of two tapping someone wounded in PvP and then two tapping someone else at full health with the perk active. Sure, that's crazy that you can get what is essentially a free kill, however it is an example of being exceptional in a rare circumstance, like Redrix's but even less often. It only happens 1-2 times in a match MAYBE, so I think it's alright purely because of how rare it occurs.

Edit 2: This only really applies to console. Because recoil doesn't exist on PC other handcannons are a lot easier to use, and are viable in regular play against Luna/NF. Sure this is a nerf into the ground for PC, however we can't leave 2 platforms in constant suffering just so one platform's gun can feel usable, I know it won't be good post nerf on PC, however it's worth sacrificing a single gun on PC in order to save the entirety of Crucible for Xbox and PS4
