Yes it is.
Shard of Galanor made Blade Barrage one of the most powerful crowd-control supers in the game. Essentially turning BB into a solar-powered "Nova Bomb" for Hunters. Dump BB into a crowd of trash mobs, you would get most of your super energy back, just like you do with Nova bomb and Skull of Dire Ahamkara.
But people complained about BB spam in Mayhem. So to suppress this, they altered how you got super energy back.
So---now---unless you dump your super into a mini-boss or a boss, you get almost NO energy back.
Which broken BBs unique place in the Hunter armory....and turned it into an other version of Golden Gun. A super to be used on high-priority targets. Which is REDUNDANT. Because Golden Gun does that job better.
Which is why you almost NEVER see Shards used in PVE play anymore. Almost Hunters run either Nightstalker with Orpheus RIg....or Arcstrider with Raiden Flux.

You say that as if Hunters are the only ones that have disparity between subclasses and their Supers.
