that isn't the point.
the last word doesn't need pvp steps. if a person wants to use a luna's howl outside pvp no one is stopping them. THIS is an exotic with a quest step that is not realistic for non-pvp players and this needs to change IMMEDIATLEY. I don't care if destiny youtubers or people that play hours and hours of crucible find it easy.
pve players are used as canon fodder and I'd prefer bungie refrain from doing that.

I do sympathise with your point. I think the nature of the PVP step is flawed and it should be kill count, not a balance of kills to deaths, but I don't think a PVP step is unfair. I hope they do something about it so you can get the gun too.
