It has to do with loading assets. If they increase player speed too much you would be stuck with a loading circle on the screen everytime you came to a new loading zone.
It already happens to some players when riding a sparrow or sprinting into a loading zone.

Nope. It's more likely to do with some of the platforming areas in the game. Increasing sprint speed could potentially be disastrous in some of those areas without rebalancing them with the new sprint speed. It's also very likely that they had to keep it the same to make sure pacing in other areas of the game didn't go out of control.

I would like to believe that but if you see the titan skating on pc and the warlock skating that can basically go as fast as to kill the player by flying into things I doubt that that's the reason.

How about they just didn't bother to touch it. Makes more sense that all the excuses people are coming up with. You move and sprint faster in D1 so why is everyone making excuses.
