Bungie had the means to make quest for exotics. Game Informer even mention Xur was supposed to have quest before the taken King was released. I understand making things a little more accessible but to straight up make things a hand out was beyond ridiculous. Adding 3OC and nerfing the crap out of exotics making your legendary your exotics now, was not the concept of this game. Exotic weren't meant to just be trophies and that's is what Bungie did in y2 and y3.
