Hereafter is a sniper no one uses because it's archetype is somewhat weak and it's exotic perk does nothing 90% of the time. When it's perk procs it sends out blinding blast similar to taken captains. I have never ever seen this perk used effectively or even proc. I believe it should be changed so that on a precision kill the target will explode similar to firefly with a 100% chance to blind targets in the vicinity. They should only be blinded for a second or two though, just long enough to make them disengaged. If this is to over powered, nerf the chance to blind down to 50-75%.
