The new one is always on guns i get from faction rank ups. Idk the name but it's something like "weapon handles better when surrounded by enemies". There may be 2 different and equally shitty iterations of that perk. It's a clue to scrap the gun....fast. *one of my fav perks became hidden hand. I'm no sniper but when i pvp i like to use my pdx 45. I notice i do better with it than anything else. So even on a primary gun it is noticeable. Perhaps not as much as a sniper, i don'tknow, don' have a sniper w that perk.
