I don't play with my Titan as much as I do with my Hunter, but I've never been shut down while using Fist of Havoc. Maybe once when I was REALLY weak. And I can assure you both Striker and Nighstalkers get a 50% DR during the animation.

I can assure you he doesn't get that much. Ive mained a striker since the beta up until i left this game about a week or so ago.

I suggest you to test this yourself. Strikers get even more when using Unstoppable (I named the perk wrong earlier), infact you can tank a rocket hitting you directly, not possible with any other super except for Radiant Skin Warlocks.

Bull I've shot a truth missile at a nightstalker mid super and it tanked it like it was nothing.

That's because the rocket has to HIT the target 328 damage (rocket explosion) x 0.50 = 164 → no kill. If you add the rocket impact you get a kill. Easy.

Shot a dtriker in the head with stillpiercer during fist of panic and he didn't die. That indicates more than 50% damage reduction. They also survive a golden gun shot with unstoppable.
