Solar Wind absolutely works. All they did was take away the ability to push teammates around in the 2.0 update. Your claim that it's been like this for over a year is a lie.

I've tried this in pvp with freinds countless of times seeing if it's fixed it doesn't knock back at all? Actually it worked once, I think it's bugged
