Final round was broken because people could load it and just wait for you knowing they will OHK you.
Luck in the chamber means it cannot be done anymore and so is no longer an issue.

I think he means even if you miss a head shot and hit the body it a 1 in 4 chance of insta killing

Still the same concept just a different perk name.only scrubs need these weapons and they will be the only ones to justify it being ok use.
