Not true, i already have high leveled gear BUT i cant use them without being lvl 40

Activities are even marked by recommended light level. Experience level does nothing.

But there is no way of obtaining a higher light level until you are level 40. All the gear that gives you a higher light level is exclusive to level 40 players

Which is just like being level 20 before. But again, level 40 doesn't actually contribute to your attack/defense, it just allows you to equip higher light gear. It's the same system with new numbers.
