If you read the Grimore, the cabal are actually more motivated by fear of their own emperor more than anything else.

This I know. Their empire is very powerful, even when the cabal face a god. They go in with out fear of their enemy. For their empire is far worse. Something is coming and it is their empire

Again I wouldn't say they were loyal. They were probably fearful of their commanders more than anything. Loyalty through fear is powerful but I don't consider it true loyalty.
