Cross Save was designed to be done only once, as most players wouldn't have a reason to disable it if it's set up correctly, but you can do it multiple times as long as you're willing to wait out the 90-day security lockout for doing so.
With clans, all that matters is that whichever characters you choose as the active set are in the clan. If you plan on using your PlayStation characters on Xbox, then you just need to make sure that your PlayStation characters have joined the clan and set PlayStation as the Active Account. That clan will then be the clan you're in no matter which platform you're on, same as the characters themselves.

Here’s my last question- is it account bound or can I move whatever characters I choose over? I’d like to move my alt over for now to get him geared up faster.

The set of characters you can choose are based on the account. You have a Titan and two Warlocks on this PlayStation account, so when you choose PlayStation as the Active Account, it would be those three characters—you can't pick and choose. By the way, it's not advisable to have multiple characters of the same class, because a lot of rewards like the weekly powerful and pinnacle drops are only once per week per class.

I’m only having those because I needed help gearing my original guy to be able to play with him. I ported him from Destiny 1- and when the patch came out his gear all broke. So I started a second just to share gear with him. Only thing he’s missing now is a pair of boots then I’m deleting that third character.
