As for regional chat, it does have it on PC. As for solo strikes, you can do Nightfalls.
In general though, your opinion is pretty subjective. The entire reason Classic WoW exists and is flourishing, maybe even more than retail, is because it doesn't have the "party finder" features your asking for.

I’ve never seen regional chat on PC. Local chat, yes, when you’re in the Tower or in a Patrol Zone, but regional? If it’s there, I have no idea how to access it.

Is there some meaningful difference between "local" and "regional" chat? As far as I'm aware, they're basically the same thing.

The difference, at least from my experience which is limited to a few other games, is that a regional chat could allow you to chat with people you don’t share the same location with. Kind of like clan chat, only with random people based in your region instead of clanmates. Though I’m not necessarily advocating for regional chat to be added, as I don’t see it being helpful as a fireteam finder. It would probably just function as a general chat for people who want to socialize more with other players. But I do think there’s a difference between local and regional, which seems to be what OP was referring to. For those who want a fireteam finder in game, having a “recruitment” option in chat MIGHT be most helpful.
