Purchased Digital Deluxe on Steam but season pass is locked.
I purchased the Shadowkeep Digitial Deluxe version on steam and the season pass is still locked in game, is there a fix for this issue?

Yup. Happens to alot of people and they don't really care to fix it. They just want you to buy it again..
