Scouts will always by main weapon. I don't like Handcannons, they are meant to be backup weapons for use only when your scout or auto is out of ammo. Sure I love Coup,D.F.A ,TLW , Austringer but they are not my favorite. I hate the idea since the last meta of D1 that Handcannons should be the focus.
I kill just fine with scouts , yes they are not has goos has D1, or vanilla Nameless Midnight. But I get plenty of kills with my Outlaw/Rampage Talons, and my Nilfhiem frost. I love the Nightwatch , but still farming for a roll im crazy about

Hand cannons and sidearms(what you’re describing) are two very different things [b]in this game[/b].

In D1 , before they released it, Handcannons were in the special slot, and were meant to be sidearms, but they felt only 3 primary weapon types wasnt enough , so they bumped Handcannons up to primaries , and increased there damage. Then in HOW they brought back real sidearms , the best sidearm ever(besides Trespasser) ,Vestian Dynasty

Tons of things changed before Destiny’s release. A whole story was scrapped. Bubble Titans had a Roamimg bubble that moved with them too before launch. It still doesn’t change the difference between sidearms/Hand Cannons in actual gameplay.
