I have flashbacks to Nam almost every waking moment. I saw good men go from fearless warriors to lifeless corpses in mere seconds. Here is a generic basic framework for meeting a girl and getting her number. Spontaneity and being genuine are very important, as are confidence and friendliness. This generic framework needs to he slightly tweaked for different situations.

Opener
Give a compliment about something that was a choice for her (Not a physical feature, rather a book she is holding, jewelry, clothing, etc.)
Make an assumption about her (An assumption is a statement not a question)
Wait for response
Echo & question the most impactful part of her reaponse
Share her challenges with her
Share motivations
Invite her to a quick-date or create a sense of urgency depending on scenario
So for example:

Attention: Hey there (wait for her to make eye contact)
Opener: I noticed your (leads into compliment) bracelets and I had to say
Compliment: those are really cool
Assumption: you must be pretty artistic.
Wait for response. If you look at her expectantly, she will feel as if she is the awkward one creating an uncomfortable silence, so she will respond.
Her response: (for example) I paint sometimes.
Echo: You paint?
Wait for response again.
Her response: (For example) Yeah, mainly watercolors
Share her challenges: Wow, was that difficult to learn?
She answers: A little bit, detail is hard with watercolor
Discover motivation: What made you get into painting?
Her response: I always liked the look of really good flowers painted in watercolor
Discover motivation further: What was your inspiration, something you saw as a kid maybe?
She talks about what got her into painting.
Quick date (At a mall, or bookstore with a coffee shop) I was about to grab a coffee, we should and and chat.
(At a coffee shop) May I? Gesture to open chair as you sit. Continue talking to her.
(If she isn't sitting) Let's grab a seat (lead her to a table and sit with her)
Sense of urgency: (instead of quick date) I gotta get going. I just wanted to say your bracelets were cool, but you're actually pretty interesting. We should exchange numbers.
[i]In a place where it is expected, bar/club/etc.[/i]
Get attention: Hey there!
Wait for her to give you her attention
Opener: You look like you're having more fun than everyone else here. (This is a compliment and assumption)
Wait for response: (Usually something like) Yeah, I am!
Skip the echo, go to a hint at motivation and challenges: What's your secret?
Her response: (Usually something like) I dont know, I just like to have a good time!
Cheers to that! (Clink glasses with her and have a seat)
Lean in so she can hear you over the noise: When I first walked in here, I noticed you and thought to myself that I really want to meet you.
Wait for response: (Usually something like) Wow, that's such an awesome thing to say! Thank you!
Tell her your name and shake hands
Continue to say things that prompt her to talk about herself: You have a really positive energy!
Say stuff like that without being too complimentary, and not posing it as a question. Allow her to respond and talk about your assumptions of her. Echo and mention the most impactful parts of her responses. Playfully tease her from time to time, dont just instantly like and agree with everything she says. Assert your own opinion but dont be argumentative.
Make sure you be the one to end the conversation.
Say: I just came here to wind down from a long week, wasn't expecting to meet you! It's been a really pleasant surprise. . . I need to take off now though, it was great meeting you.
If she doesn't ask for your number at that point, then pause as you're about to go and say: Hey, (her name) we should exchange numbers.
