These perks need to be removed or buffed, make the team aware Cozmo

To be honest when I see any of these perks on a gun I will scrap it on the spot because the application for these perks are either very limited or not worth wasting time for: [b]-"Surrounded: This weapon gains bonus damage when three or more enemies are in close proximity" [/b]The problem with this perk is that it barely provides any noticeable damage buff in PvE, and the only times I'm ever surrounded for this to activate is against standard Thralls or Taken Thralls. PvP side your basically screwed if three people are that close to you whom will no doubt be ready with shotguns and melee most of the time... or a panic super. To buff this perk make the activation range bigger, get an armor buff along with it so that your harder to kill WHILE getting a damage buff that gives you one third more or even fifty percent more of your weapon damage until enough enemies are eliminated to deactivate the perk. [b]-"Last Resort: This weapon handles and reloads faster when the wielder is the last living player of their Fireteam"[/b] While this perk does aid in helping the last living team member of a fireteam you would expect something other than extra reload and weapon handling speed right? To buff this perk without going a bit overboard(PvP side) is provide +2 or +3 agility overall with the extra weapon handling and reload speed to emphasis being the survivor of your fireteam. This is while you have the gun in your hands by the way. [b]-"Exhumed: This weapon gains improved handing and range for a short time after revival" [/b]Due to the nerfs to reviving in general, this is one of the worst perks to use even in PvE. Add to the fact it doesn't last very long and the application of it in PvP is kinda worthless when you got a sniper or someone close by waiting for you to be rez killed a lot of the time. To buff this I'd suggest extra time to the perk(perhaps double or a quarter more time), and that upon revival your overshield gets buffed by reducing critical damage to you to defy being rez sniped by high impact snipers(1000 yard stare, longbow synthesis), but can still be susceptible to body shot combos. Either that or just an overall revive shield buff to both standard and critical damage while providing more range and weapon handling for 10 seconds to really make this perk usable in both PvP and PvE. [b]-"Guerilla Fighter- Increased accuracy, handling and damage resistance when shooting this weapon from behind cover"[/b] This perk only works if your say behind a desk crouched and then take aim by standing over cover... there are very few places in PvE where that works, and if you try that in PvP your asking to get your head blown off. To top it off this perk barely provides anything to accuracy, handling or damage resistance... Instead, make it so that if you crouch in place for 3 seconds the perk activates and you must remain still or the perk deactivates. Also buff the actual perk by around 10-15%, as well as change the wording from being behind cover to staying crouched in place. [b]-"Take A Knee: Gain bonus accuracy while crouched"[/b] In theory this is great to get extra accuracy simply by crouching... but the applications for it in PvE and PvP are terrible. To buff this make it so that you flinch less and take less critical hit damage while zoomed in and crouched as well to make it more appealing for PvE and PvP. [b]-"Private Eye: Optical zoom length is increased while crouched"[/b] This is basically the same as "Take A Knee" but worded differently... To make this different from "Take A Knee" it should provide "Third Eye" and enhanced radar resolution WHILE crouched and zoomed in. [b]-"Who's Next?: A kill with the final round in the magazine increases reload speed"[/b] This notoriously pops up on scout rifles(and the occasional low-medium impact sniper) and is makes any scout rifle worthless to me and a lot of players considering we can get around 12-20 scout rifles rounds... how the hell am I supposed to utilize this perk when I reload well before I even get down to the last few rounds of my scout rifle??!! To buff this perk I'd say make it similar to "Eye Of The Storm". When you reach the halfway point of your magazine "Who's Next?" will activate and depending on how low your mag is when you reload it, your reload speed increases until your mag is fully loaded. That's far better than trying to get a kill with the last round wouldn't you say? And it would make one of the worst reload perks turn into one of the best ones out there. I'd go for this on a Badger CCL, Covolance's Duty or a Cocytus SR4. [b]-"Vacuum- Increases the pick-up radius of ammo for this weapon"[/b] While this perk was pretty good back then, due to the extensive weapon tuning it is now kinda worthless. For me I like Cluster Bombs, Grenades and Horseshoes or Spray 'n Play on my rockets rather than Vacuum as I need to conserve ammo in PvE, and in PvP I like boosting my rocket's offensive capabilities. To buff this perk I'd say that Vacuum should not only increase pick-up radius but also allow more ammo to be picked up to compensate for the lack of offensive capabilities. Say in PvP you only get 2 rockets you now get 3 and the same goes in PvE. [b]-"Grave Robber- Melee kills with this weapon have a chance to refill the magazine"[/b] This very rarely activates because of 'chance' determining if you get ammo or not... hilariously low chance, plus it is worthless in PvP as the risk is not worth the reward -chance. To buff this either make it around 75% chance to be reasonable or a flat out 100% guarantee so it's viable in both PvE and PvP. If it is 100% though there would obviously need to be like a 10-15 second cooldown or something similar but not overtly drastic. Now I'm not entirely sure about the perk "Replenish" as a lot of people toss guns away with that perk as well, but the only buff that I could think of that wouldn't break it PvPwise is also restoring a quarter of your reserve ammo along with your mag when you activate your super -to be a competitive option to the Grave Robber buff above. These are my suggestions as a day one player and having tested all the perks. Honestly these perks need to either be buffed like I suggested(or similarly) or just entirely remove them as these perks just make a gun turn into three legendary marks and some weapon parts on the spot. EDIT: Added "Grave Robber" EDIT 2: haphazardly suggested crouching for 3 seconds should activate the Guerilla Fighter perk. EDIT 3: Added "Take A Knee" and "Private Eye" EDIT 4: Added "Last Resort" per request of responders

    • Like the ideas to fix these Sadly we would just be better off without any of these and have higher chances of perks that are much less situational Motion/Radar Jammer would be a cool perk - enemies within a certain distance lose motion/radar

        • I agree. Get rid of those perks or 'fix' them to be better utilized or more rewarding to use. It annoys me when i finally get the gun i want but the perks are utter crap. But also, if 're-rolling' its implemented again, it would be nice to be able to choose a roll that complements a PvP or a PvE build. eg: i'd have 'horseshoes' on a PvP build, but 'tracking' for PvE. I'm not saying these perks should be exclusive, just for it to have a higher chance of rolling perks better suited for the game type that you choose to 'roll' for.

          Thanks for taking the time to write this up. You have some cool ideas on how to improve existing perks. I like your idea for Private Eye, it would be cool having something similar to Third Eye.

            • This is why I kept so many HOW weapons for crucible. The perks seem to be on the wrong side of the scale. Instead of competitive perks we just have a very difficult time rolling the desirable ones. The balance in weapons is far better, but we would see a strong bias for perks if they didn't rework the selection first. So I suggest a limited version. It took me months to get one eyasluna. I doubt I'll ever see one with good perks. We could reroll at banshee or find an item that can be used on a weapon once. Then with investment we at least have two chances on one drop. Legendaries need to be more prevalent anyways. This game feels so unrewarding. Story and crucible matches rewarding nothing should not be a thing.

              Not so good perks serve a purpose, that was the issues with rerolling weapons. You could get a god roll on everything. If you take away the not so desired rolls, everyone would have the same weapons again.

              • Last resort should work when youre playing solo too. Its stupid that it doesnt. Maybe have a reduced effect if needed but it should do **something**... Guerilla Fighter > Good idea! or just get rid of it. -"Vacuum- Increases the pick-up radius of ammo for this weapon" > It -blam!-ing sucks. Just get rid of it. Instead give more heavy weapons access to the surplus perk. Take a knee and private eye should provide additional stability boosts when crouched or a speed boost when crouched also. Exhumed is a bad pve perk but if it let me survive a rez snipe i would use it in pvp.

              • Add Icarus to that list. It should be changed to add bonus DAMAGE and hipfire accuracy while in mid air. Its pointless right now, You can't ADS and expect to get more than 1-2 shots from a normal jump, depending on weapon ROF. If you get Exhumed + Icarus on the weapon, its either going to be infused or sharded. The roll is basically one of the biggest trolls in the game. Many of the Y2 perks are undesirable or useless because they don't activate until something really bad happens (your the last living member of your team, you are critically wounded, or you are extremely outgunned) and when they do trigger, they don't trigger in such a way that they would be a big difference maker for you. The increased damage from surrounded? Not likely enough for you to overcome 3 vs 1 odds in PVP and in PVE its not nearly as useful as a perk that would allow you to reload faster, do more damage (crowd control), have more stability, etc. Most Y2 perks = waste of a perk slot. I DO have a Deidres' Retort which has two Y2 perks and it actually really awesome. It has Performance bonus (kills have a chance of granting ammo back into your reserve) and Life Support. The Performance Bonus triggers quite often, and it is a 1 shot shotgun so I dont run out of ammo as quickly for the weapon in PVP OR PVE, and in cqc, i often take a lot of damage, so the life support does occasionally trigger and help me recover more quickly. Overall, its not the WORST roll ever. But definitely most Y2 perks are pretty much garbage and need some major rethinking.

                  • Well you have a right to yiur opinions. Guerilla fighter offers up to 20% damage reduction and can be used well outside.cover, if u have not explored its uses please don't call them useless. Take a knee takes the bloom of a short range.scope.and turns it into a ranged scope and on snipers maxes.out ur accuracy bloom before you are fully zoomed in. Private eye. Adds range and damage falloff boost.

                    • guerilla fighter should be like hot swap. where if you crouch it activates the perk for 3 seconds and a 5 second cool down. This having it activate on crouch for 3 seconds would promote crouching during the encounter instead of strafing

                    • I'm fine with Last Resort. Last Resort is pretty good for 3v3 or 3 man PvE activities. The time where this perk shows its full strength is if your a Trials player who clutches a lot with a Sniper
