In lore, everyday legionnaires of the Cabal are referred to as her or she. The Baroness of the Fallen(Female) most Hive are female. And the vex... Are living robots so.

Wizards are female, I think the psions may be female, fallen are tribal, may have roles for both gender though there are baronesses, which poses questions... Vex are robot death machines... So I don't know.. Take that as you will.

From what I've read all the hive are female with the exception of oryx and crota but only cus they became male they are insectoids after all and most of them to my knowledge are all female save for a king

Many fallen females in the game (baroness, etc) and hive wizards are all female. Vex are robots and no one actually knows what the cabal are, maybe they're gender neutral or something?

Fallen and Cabal. They field both male and female soldiers, we just can't tell the difference. On a side note, it seems that most Awoken are female. (Unconfirmed)

I'm fairly certain several of the Fallen Wolf majors are females. As for the Cabal well I have no clue. Their armor is huge.
