Do I think it wasn't completely finished? Yes, I do.
Did I still enjoy my time in Destiny? Yes, I did.
Was CE or PoE as good as the VoG? No, not in my opinion.
Am I looking forward to year 2? Yes, I am.

Yep it was finished. They just made it seem like its new content when in reality it was likely cut and sold at later time to milk the franchise even more
