They probably have one or two 32 charecters and already got loot for them, they just want to get stuff on thier other classes to max them out. I honestly don't have a problem with 31s, beat hard mode with 4 of them last week, your fine as long as they: 1) Know how to stay alive. 2) Have a maxed tracking rocket 3) Be generous with heavy synth.
