Khovostov encryption bits

I have got all the secret chest, and have completed all the cysts and have got all the encryption bits from them, but it still says im missing 2. need 15 total i believe... i have 13. has anyone else had this problem?

I've been stuck on 14 forever, ran all the cysts a million times. Finally just gave up.
