Here's a way to nerf hand cannons
Make it so resillience, unflinching and stability actually reduces flinch you take from hand cannons as well. There's 0 reason as to why I should flinch to the wall next to them with t10 resil, 1 unflinching pulse mod and 40 stability on outbreak
