Confused about ghost fragments

So I've been doing public events and opening chest in the tangled shore but I'm not earning ghost fragments at all is there something I'm missing has anyone else had this problem?

Do you have a full stack of Phantasmal Fragments? I believe I've seen some people state that that may have been blocking them from receiving Ghost Fragments.
