This has been a game breaking problem for years especially when it comes to PvP.
PvP personally is unplayable in current state with no way to disable aim assist on console. I don't know how many times this has happened to myself or others but when I'm shooting one person have them critical or one to two shots from being killed; (while still having the upper hand health wise) and another one of his teammates passes by while I am aim down the scope at my intended target and the broken ass aim assist tracks far left or far right trying to target dude passing by left to right or vise versus. And wouldn't you know it by the time I adjust my sites back on my target I am dead or barely get a shot off before being killed. If it occurred once in a blue moon fine no big deal but several times in one match everytime you play pvp.
It's not impossible they have the option on pc and other games they have created such as Halo worked fine in PvP without aim assist. Give the players the option to use it or not!
But for me personally it breaks the game when it comes to pvp. Dumbing things down with aim assist for inexperienced/new players should be in the game at the start then give a prompt that they can try without it once they progressed a bit, and give the community in general the option to turn off aim assist or use it.
Furthermore in pvp archetypes you could even go as far to break it down by aim assist not enabled for things like Iron Banner or Ranked pvp modes and allow enabling it for quick play and normal pvp.
This would also lead to more balancing of teams i.e. new players who rely on the aim assist wouldn't be joining higher tier pvp modes until they got a bit more up to par.
But who am I kidding Bungie never listens to feedback from its players it just keeps pumping out shit and asking it's players for more money for whatever "new crappy dlc" with all the same problems and disappointments as before.
