I just got off the phone with Xbox support and went through a full hour of going through every possible issue. The issue is with Bungie and there’s no way to contact them besides here and Twitter. The latest tweet from Blizzard on there says the issue was fixed 5 hours ago and it’s not. You can’t even contact Bungie to speak with a live representative.
