He can just copy everyone's powers or swallow them (and probably the entire planet if he's using Hypernova) and BAM! Total victory for Kirby!

With all of that in mind, I believe he can at the very least take out both Kirby and Wesker, contend for a little while against Cloud, and come to a stalemate against Link. Shao Khan and Nightmare are akin to gods, and are thus not a fair comparison.
