TWAB explains how the raid perks are not specific to the raid ex: (25% more damage after getting a solar kill) Basically the most simple of simple perks.
It also explains how as long as you have tokens, you can get full raid gear. Regardless of completion or not.
You completed prestige? Congrats, now you can get the normal rewards as well for your effort.
Bungies plan to save Destiny 2 is to basically give Bernie Sanders a t-shirt cannon with raid gear in it and make him in charge of the endgame.

1. The wording is a little vague. It's not entirely clear if the mods will function only on the Leviathan. The mention of specifically making Guardians more powerful while in the Raid as well as the description for one selected mod "While on the Leviathan, your Solar abilities deal 25% more damage." seem to suggest that the mods will only have affects in the raid activity. So far they seem to be specific to the raid. This is not new; the majority of armour perks from Destiny were raid specific. 2.
For a cost of Legendary Shards and some Calus Tokens, you can purchase these pieces if you have completed that raid for the week. For instance, if you want to buy the Prestige Chest armor, you need to complete Prestige mode that week before you can do so.
You must complete the raid if you wish to purchase specific armour pieces. You must also complete encounters within the raid if you wish to earn the tokens themselves. 3. Completing Prestige mode is the equivalent of completing normal, but with additional modifiers. A player who completes Prestige is more than qualified to receive Normal mode rewards.

1 ReplyI think you’re going a little too deep here buddy.
-
4 RepliesWat. Why should people not get gear for doing things? Helping people with bad RNG isn’t a bad thing either
-
1 Replyknow what else is socialist? providing you a free forum that someone pays for to make sophomoric political statements.

7 RepliesLol um, except for the fact that there's never been a merit-based system. I'd rather have this than pure-RNG, which is the only alternative we have at the moment. The biggest difference is this new one doesn't waste people's time. How is it a socialist system? It doesn't punish good players. It doesn't take away your raid gear to give to someone else. Having the raid gear has no bearing on how good of a player you are or even how much time you've put into the raid, the only thing it sort of indicated is how lucky you are with RNG.

6 RepliesI'd much prefer those type of perks than stuff like oracle disrupter or ones that increases reload whilst the oversoul is active. Those perks were so situational. Why wouldn't you want all solar damage increased, every solar subclass is powerful.

1. It also explains how as long as you have tokens, you can get full raid gear. Regardless of completion or not. 2. You completed prestige? Congrats, now you can get the normal rewards as well for your effort.
1. Like right now, if you're in a clan you can have full raid gear without doing the raid. 2. Exactly like D1.
-
3 RepliesI think you misread it. It says “25% damage bonus to all solar abilities”

1 ReplyDid you read the update?
If you just can't get that last piece to drop for you, we want to give you some agency with your tokens. For a cost of Legendary Shards and some Calus Tokens, you can purchase these pieces if you have completed that raid for the week. For instance, if you want to buy the Prestige Chest armor, you need to complete Prestige mode that week before you can do so. This is so people can't save up tokens by sticking to normal mode and still wear the Prestige gear
3 Replieshey bernie sanders is awesome

5 RepliesUm, Destiny 1 ALS gave you normal and hard mode rewards for doing hard mode and everybody liked that. You didn't have to do the raid twice per character.
