What data do Bungie use to justify there updates? 2.3.0

Does anybody actually know what the reasoning is, or where it comes from to why Bungie actually make the changes they do? I don't think i have ever seen a hate thread about Hunter trip mines being OP or Throwing Knife damage being too strong, whereas i have seen hundreds on OP shoulder charge and firebolt grenades and yet they don't get nerfed whilst the latter does? Makes no sense. I mean is everyone except me receiving secret surveys to fill in that target in on games mechanics that ar being used and abused? is there a secret poll booth in the tower where we can vote on what we want vetoed in the next update? Is there some kind of code relating to what you buy from Xur = a vote closer to nerfing a subclass? I honestly do not understand some of these changes and Bungie's logic behind them, so can somebody well informed please share? It's like the company has one voice, and the millions of players are non existent. It's like they are trying to draw the perfect circle, but everytime they make a really good try, they rub it out and want to start overt again. Stupid, listen to your fanbase for once!
