So we all know sidearms are pretty meh. They're not bad weapons per se, they just have no real place among the other special weapons available. With no ability to OHK and sharing similar range with shotguns, there's just no reason to take one over another special that does the same thing but better.
I've been trying to think of a way to make sidearms viable in PvE and PvP. Their name implies that they're a back-up weapon, or to finish off wounded targets - so why not give them an added effect that lets them do this more effectively?
My idea is to add an effect to sidearms so they get a damage bonus when attacking unshielded, red-bar enemies. Not double damage or anything ridiculous like that, but enough to make them worth taking over other specials; let's just say 25% for now. This means that after dropping a regular enemy's shields in PvE or PvP, or attacking unshielded enemies in PvE, the sidearm would always do bonus damage until their shields regenerate. So in PvE, they would work great after downing a target's shields but without having enough ammo to finish them off with your primary, and in PvP, they would be the back-up finisher weapons they're meant to be. If the bonus was 25%, the shots to kill would still be 4-5 at very close range, so they wouldn't be OP if you're attacking a full-health guardian.

They only need a buff in PvE, I go on rampages with my Conviction II in PvP.

I run Jade Rabbit, Ironwreath, and Bretomarts Stand in crucible. The sidearm is just fine. Trust me. I've had matches where I come out with more secondary kills than primary. No doubt many people probably thought I was being shady I some way. It compliments scout rifles superbly and although it takes more than one shot to down an opponent, the iron sights let's you have great peripheral awareness while you're tracking targets. I won't say no to a buff, but I'll understand if they keep them where they are.

Without a proper sight I have a hard time tracking my shots. I just kinda shoot in Thataway direction. Zen Moment helps with this though but you can't always get the perks you want. Anyone have Crow's Eye? Having an even harder time using that than other Sidearms.

Your principled idea on how a Side Arm works is flawed. It's to allow you to dominated mid range with an AR or to have it help compliment a long range primary. On it's own it's not spectacular but used with other weapons it shines.
