In short. No. I've seen PC games get ruined by this.
What happens is that people start extorting each other for actual money. This can get very ugly. No matter what rules they put in place people will find a way.

I would also like to add that year one players who were on the grind for their gear should be the only ones who have it. Paying to win so to speak is not the way to go. If players weren't there in year one for gally or ice breaker or whatever else then that makes them even more special. I like standing apart like that. That's just my opinion though.
