What I have seen, they bring the health down. Your health must be low. But you can get your health back VERY quickly (not comparable to any other class super). So running away is the best to do when seeing a HoS.

Was very annoying even when I put gear with extra armour too, I go on a hammer run and then get one shot by someone. Yes my health was regen too. It all depends,on the weapons used but I understand where your coming from.

Your light level must be low then cause i have literally GG shot a titan mid animation and he still had health and preceeded to kill me and regen health.

As others pointed out he might have been wearing armour giving extra armour or reduced solar damage. Has happened in regular crucible to so it's not dependent on light levels either.
