They used to know before hand what Xur sold but they changed his refresh date and implemented some proxies to try and shake off dataminers.

You know this for fact? Or are just buying into an angry gamer's conspiracy? I think option two. Honestly, why would it not be RNG? It's less work on their end as they just program it to roll the dice and then they don't worry about it. Then they also have to worry about pleasing everyone or being far or a bunch else. Much easier to just let RNG do it. Now, if anything/everything was purchasable with actual money, then I could understand the conspiracy so they limit items like the Gjallarhorn so people buy it. But there's not, so they don't.
