Hey there. Bungie will not forcibly unlink accounts or cancel cross-save.
You will need to work with Sony and Microsoft support to regain access to the accounts.

I have already written to them earlier, they said that Bungie would untie themselves, since it is on their website

You don't need to mention Cross-save because that just confuses them. You're not asking them for help with Bungie's cross-save, the thing you need to request from them is 'I need to regain access to this PSN/XBox account'. That's all they need to know, and all they need to help you with. Once you've recovered access to the accounts, you can cancel cross-save and unlink the accounts.

So that's the point, it's not my accounts, a few years ago my account was hacked, and all this time I've been trying to contact Bungie. But it didn't work out, and this cross-save is still hanging

Bungie doesn't unlink accounts under any circumstances. If you're unable to authenticate them, you are unfortunately stuck with them.
