Citans give your barricade reduced health and duration. Why not just use Second Chance gauntlets? That way your barricade doesn't get its usability nerfed just for the sake of being able to stun champs

Throwing shield has an odd flight path and limited range plus only you can use it. If citans gave everyone anti barrier rounds when you shoot through it, then you whole team gains it, plus you have much farther range if you use a sniper, bow, or scout. Then as mentioned in the OP, it would add a team play aspect to the exotic.
