The message I sent to bungie regarding the pvp/gambit restriction:
"Good morning,
My internet box had to be replaced two weeks ago but I only received it today. My connection problem is therefore solved (no more latency) but a little too late, you have already punished me... (in this new season I have only played 3 pvp games and 3 gambit games!).
I expect the cancellation of my restriction as soon as possible, to be deprived of the pleasure of playing because of the mediocrity of my internet provider is unfair.
You can check, I no longer have any latency.
Thanks in advance"
The status of my request was noted as "solved" but no further response from them, and I'm still stuck.
What can I do to change that ??

You'll have to wait it out. The ban and restrictions page tells you that playing D2 with an unstable connection (regardless of the reason why) can/will result in a restriction
Poor Connection Quality Bungie will issue restrictions to accounts that have consistent unstable connections when playing Destiny, as this negatively impacts other players.
https://help.bungie.net/hc/en-us/articles/360049517431-Destiny-Account-Restrictions-and-Banning-Policies
