It's hilarious you expected anything more than what we're getting.
The Annual Pass had a bit more extra content, but that was Bungie struggling while having help. Which led to Shadowkeep. The only polished thing in Shadowkeep was the Raid, everything else already existed or was reskinned.
So yea, shocking that after the strain from the Annual Pass, Shadowkeep was a lackluster major expansion.
Now that Activision is gone, Bungie needs to do some time and resource management while working on next years big DLC, which I am convinced will be Forsaken sized and having Trials return.
The Seasonal content updates, are just filler.

Bungie had an estimated Digital Revenue of $300 million in 2019, according to SuperData. The Annual Pass put a strain on them, and that was with Vicarious Visions help for Opulence. No -blam!- duh they could do better, but they won't. Time and resources. The strain from the Annual Pass is what prevented Shadowkeepnfrom being better. If we want another Annual Pass we can expect next year's DLC to be another Shadowkeep and not a Forsaken.

I'd say that the moon itself as a location was polished too. The lost sectors were cool, the weapons were unique and are farmable, alters is a pain but still cool.

It's moreso insurance or a plan for the future. They aren't removing content because there isnt enough space right at this moment . If D2 is going to be supported for a couple or few more years, there needs to be a plan on what stays and what doesn't as to not inflate storage space.
