What if there were no Power Weapons?

I was just musing over the idea of Power Weapons and Heavy Ammo no longer being a thing. Instead, Power Weapons became Special Weapons. With Primary and Special weapons both being increased in damage to compensate for the shift (Though, not to the point of Specials being as strong as current Power Weapons... More like somewhere between current Special and Power) What this would mean, is that Heavy Ammo would no longer be a major influence of the game. No longer would Gambit be driven by BS Invaders with infinite Heavy Ammo spamming Truth/1kV/MG's. No longer will Crucible get snowballed by people picking up the Heavy box every seemingly 5 seconds. No longer will PvE be entirely focused around running 5x Heavy Ammo Finder to get enough ammo to unload full reserves into a boss over the course of a 6s duration Melting Point debuff. Instead, the game would be able to be balanced around Special ammo. With its more consistent drop rates. If balanced right, then Dual Primary and Dual Special Loadouts might be equally viable (Without Dual Primary feeling like you're running Dual Peashooters). This would also mean there should be a higher degree of scrutiny over Crucible Special Ammo drop rates and ammo economy (Perhaps even having a unique rule where in that mode, Special Ammo weapons all draw from a singular pool, to prevent dual Specials from dominating the meta so hard) In addition, there would be more weapon diversity because you'd have: [b] [u]Primary:[/b][/u] [b]Sidearms Hand Cannons Scout Rifles SMG's Auto Rifles Pulse Rifles Bows[/b] [u][b]Special:[/b][/u] [b]Swords Grenade Launchers (Both Breach Loaded and Drum - With a rebalancing to make both equally useful. For example, higher damage on BL's but better fire rate with Drum) Rocket Launchers Fusion Rifles (Including Linear Fusions) Shotguns Sniper Rifles Machine Guns Trace Rifles[/b] With the option to use any 2:1 ratio for a loadout. As opposed to now where you're kind of locked into a 1:1:1 build (Or if we go back to ye olde D2, it was a specific 2:1 where it was dual Primaries but Primaries also were still as weak as current)
