First for PvE: Scrap every Weapon without Firefly. Second: Outlaw, Triple Tap, Feeding Frenzy...everything that extends the Mag or makes the Reload faster is top tier. Third: Stability. Handlaid Stock is the best because Range doesn't matter that much on a Scout.
