First - Bungie stated, in quite a "clear voice," that SBMM would still exist (after the sneaky debacle) but CBMM would be primary...most times it works for me, sometimes it doesn't.
Second - my "clear voice," as part of this community, is to keep SBMM. The crucible is much more enjoyable for me and my kids when playing with people of similar skill level.

My wife and daughter play Destiny. Both play Crucible and both have competitive games with there accounts. I have been a gamer for years and played in MLG (computer RTS games) and Fragged Nation (Battlefield). I reference this because THEY are able to enjoy themselves in Crucible. If I borrow their account and play it is insanely easy for me to have a 5.0 or higher K/D. Whereas the way it is now I hover just above a 1. Which is the way the matchmaking was designed by what I have read. I am no longer a Colonel s@#!bucket 100 type, so I don't read everything Bungie puts out. My two cents is that whatever matchmaking they are doing now is good. Sorry 1%'ers. Go outside and see what the world has to offer. It's pretty :)
