Do bounties. But as for activities, the Crucible levels them up pretty quick. You need to actually play, though, since it is the experience you get for killing other Guardians that levels things up in the Crucible, I don't think you get experience just for finishing a match or anything.

I don't think Raids give you any Xp at all! You need to do bounties, then turn them in with the weapon/armor piece you want to level up. Using a telemetry right before you turn in said bounties also helps speed it up! You can also run the Daily Heroic for like a 5k Xp bump

What I typically do is that at any given moment I will have 5000xp completed bounties in my inventory in case I get that one lucky drop. So between 3 characters that is 50,000xp per character, then add a telemetry and I can basically max out any weapon in a few minutes.
