Would this replace the precision kill perk for instant cooldown?

You know, I'm not sure how to overcome that. I put "minions of Darkness" so that it can't be OP in conjunction with that perk in Crucible, but for PvE, I dunno how to not make them mutually exclusive.

Ive never really use throwing knife in crucible if that helps...
