Seriously, does Hard Light have a really low chance to be rewarded? I know VERY few people who have ever gotten one.

I got one from crucible and one from this past nightfall that I dismantled as it was a duplicate. It's a cool looking weapon, but I don't understand the fuss people make over it.

In PvE it's a very good gun because enemies bunch together. The penetration helps. It also fires fast and has decent recoil control. It also has the glass half full perk.

I guess, but there are still superior exotics. My Gheleon's Demise one hits most mob enemies and has firefly. On top of that it leaves the exotic slot open. I've never had a situation where I felt like using it would give me any advantage.
