I see a LOT of people hating on Bungie because of what Xur sells. Despite what people say, Xur is completely RNG.
People may counter argue with "But what about Christmas, when they extended his stay?"
Yes, Bungie CAN control Xur. He is a program, nothing more, but they chose to leave him as RNG.
Just saying, take a chill pill people. I get your rage and want for that elusive Exotic, but don't throw everything at Bungie.
Except the lack of vault space and constant Iron Banner. That is BS.
Edit: I would like to respond to some of the calm, level headed people and even amend some stuff, however, I am about to take my finals, so I will reply when I get home and can type on an actual computer and not my phone.

I don't think anyone knows for sure if xur is rng or not, Well, some people at bungie may know, but they aren't talking Personally, I don't think it's rng, and I completely suspect that bungie runs the inventory as a social and psychological experiment, to gather data to tweak their business model

After everything ive seen. I believe they modify what he sells. it might start as rng then someone sees whats on the list and says 'oh no we cant sell all those this week' so they change the items. Makes a more predictable power curve. You know how bungie likes there 'Weapons used tail'

I honestly don't believe that he is RNG. Just my opinion. I don't think it was a coincidence that he sold ice breaker last week. Bungie was feeling the heat from the community more than ever to sell a good weapon. The community wanted either ice breaker or ghally. The logical choice would be to sell ice breaker since ghally is probably the best weapon in the game. I also don't believe that it was a coincidence that he is selling a terrible weapon the week after he sold a great one. Just my opinion

They can easily go "ok 100% chance xur has IB this week" and my proof of this is the fact they do not have heavy ammo this week when their very heavy-ammo-dependent hard raid came out... Extends play time

Bungie created the RNG system that people hate so much. They don't control what actually rolls but they do control the system that does carries out the roll. For a lot of things, VoG rewards, Vanguard, Cryptarch etc. where RNG has for no good reason spanked a huge portion of the community I completely understand people getting annoyed at Bungie... Though not in the high profile whiny, ragey way it typically happens.

Even if he is/is not completely RNG, all you have to do is remove the RNG algorithm from him and put what you want into the slots he sells. BUT the question is, is he completely RNG, completely manual, or do they turn it on and off as they deem necessary to "align" the game???

Xur is RNG but they can roll the dice as many times as they like until he sells a load out that they are okay with before they "post" him into the game world.

I an interview with Deej he said they choose the inventory. Don't remember when it was though.

Are the PS3/4 and the Xbone/360 all connected? If not then he is not rng.
