Because the counter doesn't matter when you get to the light levels and you have gear that displays the level of progression for that piece. Which in turn shows your level on your emblem

You seem to swing between the innate desire to be a smart ass on the internet and genuinely not knowing how things work, even though you state you know how the game works. I guess not everybody can have good social skills. To answer your question. XP counts towards your equipped weapons and gear. That's every kill and completed bounty that you turn in. It also counts towards the MOL. The green bar at the bottom of your screen is now located in your character screen where you can hover over the normal level (In my case, it would be Lvl 20) stat and you would see a progression bar. Each time that levels, you get a MOL.
