He would, except that the game's been out for plenty of time now and guess what? Hasn't happened. Know why? Because it isn't cheating. Stupid thread. I don't even have 3 of the same character, because I like to use the exotics from exotic engrams that get rolled to different characters instead of breaking them down for exotic shards. I guess it could be considered cheating that we get to "exploit" the vault to give gear that our characters can't use to our other types of characters instead of being forced to break them down. Argument is as stupid as the point the OP is trying to prove. It's a mechanic of the game. Choose which you would rather and stop worrying about what other people are doing.
