Don't know who does the math over at bungie but lowering the cryptarch exp for engram rate but increasing the chance of a legendary engram "reward" seems pretty point less. Now I have to grind in 2x as many engrams to level up, which results in maybe a little better return rate for a legendary engram... I just don't get it.

Leveled up the cryptarch today. Got 2 blue engrams. Thanks a lot bungie. Great change.

Getting blue engrams in the package is pointless. With increased legendary change it has more meaning now.

The only reason legendaries are useful is the exotic chance. And maybe certain perks on certain weapons.

Increased legendary "chance" you still have the ability of simply getting two blues...which I and many others still have done...you had more opportunity to get legendaries by leveling him up more often than you do now by taking two years to level him and maybe get a legendary...this games over-reliance on RNG is outgrageous...
