Bungie has no issues with dedicating servers for an infinite number of six player parties during the vault of glass. So I don't see why this idea can't be implemented. Here is why it should. There is no viable way to connect with clan mates, unless they are on your friend list and most of our friend lists are full! Must I delete old friends everyday just to recruit members for my clan? If other clan members recruit new players I cannot interact with them either, unless I use the system described above. This clan system was not well thought out with all platforms in mind and is unfair to anyone incapable of having a thousand friends!
