When you do the daily on level 28 you will receive 2 ascendant materials and rare or legendary quality engram at the mission reward screen. You do not receive any cryptarch package from the post office. Tiger Strike Playlists will grant you extra engrams at the mission award screen as well. I hope this answers your question!

So why does everyone I know get Cryptarch Packages from both? Even the reward says Crytarch Package.

The reward says Cryptarch Engram, and yes it is either a blue or purple engram. And it is a possible reward, not a guaranteed one.
